Curvature and ink deposit. The cup is curved. Ink is deposited on a moving curved surface at print speed. Consistent ink film thickness across the whole surface is harder than on a flat sheet fed through a press.
Finish. Matte and gloss finishes affect the perceived colour. A Pantone that looks correct in matte can read as slightly different in gloss under the same lighting.

What separates good colour matching from average
Three operational disciplines.
Physical Pantone reference proofing. The proof is produced on the actual cup substrate, in the actual finish, printed on the actual production process. Digital proofs on flat paper do not tell you what the cup will look like. On-substrate proofing does.

Test run on the actual production line. The best colour matches are verified with a short test run on the same press, same substrate, same ink formulation that the full production will use. This catches variables that lab proofing cannot.

Digital-only proofing. The proof looks fine on a monitor. The physical cup does not match. The mismatch was invisible until production.
Assumed transfer of flat print colour to substrate. A supplier says a Pantone is achievable because they have printed it before, without checking whether it was on a comparable substrate. Different substrate, different result.

When the exact Pantone is not achievable
Some Pantones do not translate cleanly to paper cup substrate. Bright neons, some metallics, and very saturated single-hue colours can hit the physical limits of the ink and substrate combination.
When that happens, the right conversation is transparent. The supplier tells you upfront, shows you the closest achievable match, and lets you decide whether to accept the variance or specify a different colour. What you want to avoid is a supplier who accepts the brief without flagging the risk and delivers off-brand cups six weeks later.
